Ad network site

I'm looking to hire someone for a website project. What I'm looking for is something very similar to this..

I need an ad network website setup, which has similar functionality as that script, although I don't need anywhere near as many features as that script has, and it wouldn't be for html ads, but be for ads inside a Flash .swf.
I would design the pages of the site, and provide you with these as image files (.jpegs etc) and also a detailed brief, of the functionality required.
Other requirements
1) You have experience developing websites that use paypal.
2) You have at least 4 years experience in the above.
3) Expertise in website security
4) Must show examples of previous similar web projects
5) Would have to be a fixed cost. There will be no extra funds available. Once agreed the fixed cost is all what will be paid 30 days after completion of the project.
6) Must be available daily via email or msn.
7) Development must be in the UK.
8) Project must be completed within 4 weeks of starting.
9) Knowledge of Actionscript 3 would be a bonus.
10) Able to take jpeg designs and brief and turn into completed project.
11) Will supply me with regular updates of how the project is going (say every 2 days), and provide me with link to online testable version.
12) On hand during the first month after launch to fix any technical issues (this has to be included in the fixed cost price)
